It will look a little better if you create your loops separately, each with its own side seam, (strong seams are all horizontal) than if you sew the tiers together (like a flat layer cake) and then make them into a skirt with a back seam (one strong vertical seam and several horizontal seams). However, the layer cake method is probably the easier way. A way to get the benefits of both is to do the layer-cake method, but leave a couple of inches at the end of each layer unsewn. Then sew each layer's side seam. Then finish connecting the tiers to each other.
